IMPORTANT INFORMATION FOR CONSUMERS:
Parks claims, for an expensive price, to offer walking and photographic tutorial tours of Italy and other locations around the world on his photoworkshopsttl web site.  But in December 2008, in a diabetes chat room, Parks detailed his physical ailments and limitations in such a way that medical authorities consulted describe as advanced diabetes which has caused permanent and irreversible vascular damage to his legs and his eyes.  How, then, is Parks physically able to conduct these extensive (and expensive) walking tours and photographic tutorials around the world?  Also of importance: not one of the pictures Parks posts of himself on the Internet are current.

Around 2006, cyber stalker Ken Parks began using an alias -- "Max" Parks.  Parks libelously claims that he is a professional photographer who "apprenticed" under his father, who he falsely claims was "a professional photographer" and a "photographer in the navy".  Parks' father was a chief radioman in the Navy and a long-time hobbyist photographer both in and out of the Navy.  Parks' father retired from the Navy in 1960, when Parks was not yet 6 years old (Parks was born in May, 1954).  Parks' father was hired in the late 1960s prior to his death in 1972 to photograph only a few friend-of-a-friend weddings, some in which Ken Parks never assisted.  In reality, Parks' family members know for a fact that Parks lacks the experience and expertise to call himself a "professional photographer."

Since 2000, Parks has posted up his numerous web sites and on various forums/chatrooms many bizarre false accusations against his sister Paulette Buchanan of Colchester, CT (there is an arrest warrant issued against Ken Parks for harassing his sister):

Despite the facts, Parks has  falsely boasted on the Internet that he "won" his baseless pro se lawsuit against his sister Paulette Buchanan, and he continues to lie that she and her husband had to pay about $5,000.  Since 2004, after he lost his pro se lawsuit, Parks continues to claim he's in the process of filing yet another lawsuit against Paulette Buchanan and others:

KEN MAX PARKS

Photographer Scam Warning

&

Ministry Scam Warning

Below are some of Ken "Max" Parks' "ministries" and businesses (mostly unregistered).  List is not comprehensive.

  • Weddings Thru The Lens, LLC / Photo Workshops TTL, LLC (unregistered prior to June, 2011; registered under court order with fees paid to the City of Johns Creek, Georgia and to the Georgia Secretary of State.  Forced registration does not imply legitimacy of Parks' fraudulent claims on his business web sites.  Parks' Weddings Thru The Lens web site contains old wedding photos he took for the daughter of his friend, Bernardino "Dino" de Vincenzi, in Italy several years ago.  His Photo Workshops TTL, LLC web site contains some photos that appear not to be taken by Parks but appear to be stock photos found elsewhere on the Internet)

  • ETC Ministries (unregistered with GA Secretary of State; set up in 2004, not 2005 as Parks implies)

  • Atlanta MAX Photo (unregistered with GA Secretary of State)

  • Fotos By Ken (unregistered with GA Secretary of State)

  • Max Services, LLC (unregistered with GA Secretary of State.  Parks was sued by the Georgia Revenue Department regarding this "business", a judgment was rendered against him, and his wages were garnished to pay the judgment)

  • Ansisoft (computer company previously registered; apparently obsolete)

This web site was published in 2005, five years after Ken Max Parks began cyber stalking and cyber smearing dozens of people and organizations.  Ken Max Parks has demonstrated since around 2000 that he is an Internet predator who uses the Internet as a hunting ground to find more victims he can attempt to defraud and/or terrorize.

Ken Parks' Criminal Records and Activities:

Ken Parks, aka Max Parks, of Johns Creek / Duluth, Georgia has arrest records, convictions for battery and trespassing, and a current fugitive-status arrest warrant issued in Connecticut for harassing his own sister.  Click here for copies of Ken Parks' arrests records, conviction records and fugitive-status arrest warrant records Also, in November of 1992, Ken Parks pulled a gun on his ex-wife during a child visitation exchange that took place in Parks' driveway when he lived in Florida.  One of Parks' children was standing next to his mother when Parks pointed the gun at his ex-wife.  Apparently knowing that his ex-wife was going to report the incident to the police, Parks called the police first.  Astoundingly, the Florida police issued a mere citation of the incident despite the seriousness of Parks' endangerment to his children, to his ex-wife and to her husband.

Parks has also been investigated by the Secret Service and the FBI.  U.S. federal authorities first investigated Parks in the late 1980s after he threatened to assassinate former President Ronald Reagan.  With the help of one of Connecticut's Congressional representatives, Parks was investigated by the Atlanta FBI throughout 2004 and 2005 for harassment, his admitted cyber attacks of hacking, as well as for suspected virus cyber attacks and a suspected denial of service attack.  The FBI investigation was also conducted as a result of Parks' threatening and alarming statements ("predictions" and "dreams") on his ETC Ministries web site regarding Kennedy Space Center and Cape Canaveral, his claim to have known specific detail of the 9/11 terrorist attacks before they happened (he posted this claim after the attacks), and his threats and smear campaign against individuals whom Parks has been harassing.  The FBI agents who questioned Parks warned him to stop all forms of harassment, and his FBI record has been updated since that warning.  At least one of Parks' FBI record numbers is 371423DA4.

In February of 2004, Ken Parks initiated unwanted and unprovoked contact with his sister Paulette Buchanan by sending her harassing e-mails through the e-mail account at a non-profit archaeological organization of which Parks' sister is a member.  Parks' sister had not had any contact with Parks since 1990, when she had won a civil court judgment against him.  Parks' sister filed a complaint with compelling documentation for an arrest warrant against Parks, which was granted by a judge in early June, 2004.  Parks' sister also contacted the mayor of Vigevano in order to pass along to Vigevano city employee Bernardino de Vincenzi notice of Ken Parks' harassment and Parks' apparent implication that Vincenzi was posting the libelous kenfactor web site on Parks' behalf.  Vincenzi works in the Finance Department of the town of Vigevano.  Vincenzi's responses were unprofessional and showed unquestioning support for Parks, despite the illegality of Parks' harassing e-mails and his maliciously defamatory web site content.  Vincenzi has also boasted more than once in his e-mails that Parks is "an expert in computers."

Vincenzi claimed in his e-mails that he has nothing to do with the defamatory and libelous content of Parks' kenfactor web site, yet a July 2004 kenfactor article proved otherwise.

Soon after Parks' harassing e-mails were sent to his sister and his sister notified Vincenzi of Parks' illegal activities, Parks' sister received five virus-infected e-mails at the e-mail address belonging to the non-profit archaeological group of which she is a member.  All but one of those virus-infected e-mails originated from e-mail accounts using Telecom Italia.  All five virus-infected e-mails remained unopened.  Click here for copies of headers of the 5 virus-infected e-mails.  The third virus-infected e-mail used a northern Italian town government e-mail address.  This third virus-infected e-mail was sent while Parks was visiting Vincenzi in northern Italy.  The last two of the five virus-infected e-mails sent used a Telecom Italia e-mail address and a German e-mail address.  These last two virus-infected e-mails were sent only hours after Parks was notified of the warrant for his arrest for harassing his sister.

In the summer of 2004, former friends of Ken Parks held a reunion, and because Parks had issued threats to disrupt the reunion to "expose" people's "sins," a security guard was set in place at the reunion.  The Connecticut State Police, which already had the arrest warrant issued against Parks, were also put on notice regarding his threats in case he showed up at the reunion.

Click here for Parks' spoofed e-mail statements to his former friends in 2005.

KEN PARKS' LOST PRO SE (without an attorney) LAWSUITS:

Ken Parks has boasted on his web sites and on chat rooms that he has won every pro se (without an attorney) lawsuit he has filed against his victims (primarily against his ex-wife and her husband, and his sister and her husband) and that he has been awarded thousands of dollars in judgments against his victims.  In reality, Parks has not only lost every pro se lawsuit he's filed against his victims, but monetary judgments have been awarded to his victims against him for filing his baseless and harassing pro se lawsuits.  Click here for a list of some of Parks' lost pro se lawsuits.  Parks usually demands in his baseless and harassing pro se lawsuits the amount of "$5 million dollars" in supposed "damages" against his victims.  In 2005 Parks was verbally ordered by Georgia's Gwinnett County Judge Laura Tate to stop filing baseless pro se lawsuits against his victims or he would face court fines.

Parks was fired from yet another job in mid-2009.  Apparently in a desperate act of rage, Parks yet again threatened in the summer of 2009 to sue a number of people (his sister and her husband, his elderly mother, his ex-wife, the  journalist Michael Barrick who wrote two public warning articles about Parks and his fraudulent ETC Ministries, and the web host owner posting the collaborative Ministrywarning web site).  Parks claimed that he was being represented by an attorney, yet when some of his victims contacted the attorney Parks named, this attorney told Parks' victims that he was not at all representing Parks in any lawsuit against anyone.  Furthermore, the attorney told Parks' victims that Parks had harassed him almost daily in 2004 when Parks filed his previous baseless pro se lawsuit because Parks was attempting to get this attorney to represent him then.  This attorney told Parks' victims in 2009 that he believed Parks is "zany" and said he wanted absolutely nothing to do with Parks.  Staff at Fulton County courthouse also assured Parks' victims that they would not accept or file any of Parks' baseless lawsuits against out-of-state people.  Likewise, staff at the federal court in Atlanta, Georgia gave the same assurances to Parks' victims due to the more stringent requirements and judicial review of filings of lawsuits made in federal court, especially pro se filings.

The State of Georgia and a business have won lawsuits against Ken Parks:

On 29 March 2007, Parks, who was operating a business he named Max Services, LLC, was successfully sued by the Georgia Department of Revenue and Parks was ordered by the court to pay a judgment to the Department of Revenue (GDR), and when he was employed his wages were garnished by court order to pay the GDR.  The case number is 07GC083840.  Click here for more information.  On 26 October 2007 Parks was again sued by GDR (Dekalb County court case number 07G09959) and his bank account was garnished for monies and fees he had been ordered to pay GDR.

On 22 October 2002, Providian National Bank filed a civil lawsuit against Ken Parks (aka, Kenneth F. Parks) in Orange County Circuit Court, 37 N. Orange Avenue, Suite 550, Orlando, FL  32801 (Court Telephone Number 407-836-5690).  The court ordered Ken Parks to pay Providian National Bank $6,287.  The Case Number is CCO 029805.  Click here for more information.

In a 1990 court judgment against Ken Parks the Small Claims Court of New London, Connecticut issued a judgment against Ken Parks for the amount of $1,678.10, brought against Parks by his sister for his refusal to repay a loan.  (This same sister received unwanted and unprovoked harassing e-mails from Parks that resulted in an arrest warrant issued against Parks; Parks also issued his baseless and harassing pro se lawsuit in 2004 against this same sister.)  The loan to Parks from his sister was issued completely in check form, with "loan to pay bills" clearly written in the memo section of each check.  Incredulously, during the court hearing before the judge Parks accused his sister of forcing someone in her credit union to allow her to write "loan to pay bills" on the checks after Parks had cashed them.  After the judgment was issued against Parks, and while being investigated for abuse and neglect of his children by child protective services, he fled the state of Connecticut to parts unknown for many years.  Consequently his sister never collected the judgment amount.  The statute of limitations ran out on the judgment in 2000, the very same year Parks initiated his cyberstalking campaign against his sister, his own mother, other family members, former friends, former employers and co-workers, the police and judges, and many others.

In a harassing letter and postcard Parks sent to his sister in May 2004 while he was visiting with Bernardino "Dino" de Vincenzi in Italy, Parks mockingly requested that his sister send him "another $1,600 USD."  He also included "Dino's telephone number" with Telecom Italia.  This harassing letter and postcard was mailed one day before the last two of the five virus-infected e-mails, with the northern Italian government e-mail address, was received by Parks' sister.  This harassing letter and postcard were also sent mere days before Parks was notified by the state of Connecticut that authorities had issued an arrest warrant against him for persistently harassing his sister.

The Purpose of This Web Site:

Since 2000 Ken Parks has been cyberstalking, libeling, harassing, and threatening scores of people, including his family members, via chatrooms, his web sites, and making unwanted and unprovoked contact via e-mail and regular mail.  Parks' own stated intent for cyberstalking dozens of victims, particularly his sister, her husband, and his mother, is to incite harm against them.  With the help of an investigative journalist, and on the advice of attorneys consulted, the collaborative Ministrywarning web site was set up in July, 2005 by a number of Ken Parks' victims, many from his own family, to publish public records against Ken Parks, to clear innocent people's names of the serious crimes Parks accuses them on the Internet of committing, and to warn consumers and the general public about this self-professed "ministry leader" and fraudulent business owner.  What is also of concern is that Ken Parks, a proven serial cyberstalker, is advertising himself on the Internet and elsewhere as a photographer, and using an alias -- Max Parks -- to shield his true identity.  Should any potential or actual clients of Parks not be satisfied with his photos, or if Parks should just happen to not take a liking to his clients, Parks can very easily add those innocent people to the growing number of victims that he is cyberstalking all over the Internet. This web site is posted with documented evidence as a public service warning.  Readers can form their own opinion regarding the documented evidence of Ken Parks' danger.  Parks routinely attempts to intimidate with lawsuits or acts of violence those he knows as well as complete strangers he encounters via the Internet or elsewhere.  Parks also boasts of hacking into web sites, including the private registration pages of chat forums, to get at people's private registration information.  He is also suspected by many of his victims of altering and damaging web sites and chat forums (particularly chat forums from which he's been banned).

Parks has included on his multiple web sites photographs of his cyberstalked victims as well as false depictions of some of his victims by using offensive pictures of complete strangers found apparently on Internet photostock sites.  He has falsely and maliciously accused many of his victims of being convicted child abusers and terrorists.  More bizarrely, he has at times accused his victims of being the authors of his own web sites which he in fact has published.

Again, the purpose of this website is to give readers factual information so they can make an informed decision about U.S. citizen Ken Parks (aka, Kenneth Floyd Parks, Ken Max Parks, Max Parks), one of his accomplices Italian citizen Bernardino "Dino" de Vincenzi, ETC Ministries, and Parks' fraudulent and unregistered businesses Fotos by Ken, Atlanta MAX Photo, Max Services, LLC, and his Ansisoft computer business.  Because of documented evidence of harm already committed by Ken Parks against numerous people, and his claims to be a Christian "ministry leader" (a public figure) and professional business owner, the information herein is pertinent to public interest and is therefore newsworthy.

Ken Parks' Disturbing Activities on the Internet:

Ken Parks has used many different avatars (aliases) on a variety of chat rooms, oftentimes using multiple avatars on the same chat room and engaging in conversations with himself that appear to be with different people.  Parks is also on Facebook.  Parks has claimed in identifying registration information on chat rooms to be from a variety of professions (such as doctor, lawyer, journalist) and locations in states other than where he actually lives in Johns Creek / Duluth, Georgia.  Documentation exists (some of which, for protection reasons, has not been published on this web site) that demonstrates that Parks is a serial cyberstalker crawling all over the Internet.  Ken Parks most likely has any number of harassing and libelous web sites published against numerous people beyond the web sites identified in this Photographer Scam / Ministry Warning web site.  Evidence not published in this web site indicates that Parks is cyberstalking far more people than the victims who have contributed their content to this web site.  Due to protection concerns, unpublished documentation indicating Ken Parks' extensive cyberstalking is, as yet, only for authorities to view.

Any cyberstalked victims reading this web site who may not know for sure who is cyberstalking them could very likely discover Ken Parks is the criminal responsible for cyberstalking them.  Any person reading this Photographer Scam / Ministry Warning web site who has had their web site or chat room hacked into might very likely be one of Ken Parks' victims.

Aside from Parks' ETC Ministries, he may very likely have any number of other fraudulent ministry or charity web sites and other fraudulent business web sites in his apparent attempts to scam the public.  Since the 1980s Parks has had spotty employment and has been fired and laid off from jobs.  His Internet activities seem very likely to be efforts to defraud and scam others, and possibly to commit identity theft.  Also, family members have had their credit damaged and have had Parks' creditors contacting them because of fraudulent contact information that Parks apparently supplied to those creditors.

Since 2001,nearly 20 of Parks' web sites have been removed by domestic and foreign web host companies after complaints from family members and former friends about Parks' extremely malicious, libelous, and defamatory attacks, including against his own daughter, other family members, former friends, former employers, former co-workers, churches and church leaders, judges, and the police. Some of Parks' web sites have had as part of their URLs kentoday and kenfactor.  As is true with other illegal web sites, convicted criminals like Parks can find any number of shady free web host companies that will aid and abet criminals in their libelous stalking campaigns against innocent people.

Parks has repeatedly and baselessly accused his family members of committing the crime of abusing his children when in fact child protective services in Connecticut and Florida investigated Parks for child abuse.  Parks lost custody of his children by court order and by his children's choice to live with their mother.  Parks has also baselessly accused his ex-wife of being unmarried and having an illegitimate child when in fact his ex-wife has been married since the early 1990s and her child with her second husband was conceived well after they were married.

Ken Parks has posted in chat forums using the avatars Churchill, Churchill_Duluth, Blepo, Mirage, Detego Maximus, Paranoia Polly, Alex, barrickrevealed, etc guy, etcministries, Bruce_Almighty, Gemini.  Parks has been banned from and/or severely edited on several chat forums.  On an atheist chat forum called MaggotPunks, Parks posted up the names and address of his sister and her husband whom he's been cyberstalking since 2000 and urged "militant extremists" to "visit" them.  Parks, the self-proclaimed "ministry leader," posted these obscene and threatening statements immediately after his baseless pro se lawsuit against those family members was dismissed late in 2004.  MaggotPunks administrators confronted Parks in his use of multiple avatars and warned him that they would ban him.  Parks claimed in one post that Detego Maximus was his co-worker and that this co-worker was posting on the MaggotPunks forum using the same work computer as Parks.  But during this time Parks was unemployed.    Click here for all of Parks' MaggotPunk chat room posts under the avatars Churchill, Detego Maximus and Paranoia Polly.

In 2005, Ken Parks was notified again, this time by certified and notarized letter, that ALL of his threatening, obscene and harassing posts had been added to his FBI record and to the record of his fugitive-status arrest warrant in Connecticut.  He was again warned to immediately remove ALL of his chat forum posts and to cease all forms of harassment.  A few days after Parks was in receipt of this certified and notarized letter, the MaggotPunks chat forum was hacked into and the entire forum's posts were deleted.  One of the administrators, D-cubed, posted his comments about it on the forum soon after the site was brought up again.  The MaggotPunks site was again attacked and some of the words were changed to a foreign language.

Ken Parks has boasted in chat forum posts of his hacking abilities using the Russian Crakz hacking program.  He has edited and deleted these posts about his hacking abilities so that they can no longer be found on those chat forums.  Click here to view Parks' hacking boast posts, copied before he deleted them.

Soon after the dismissal of Ken Parks' baseless pro se lawsuit against his sister in 2004, he posted another harassing and extremely libelous web site called Paranoia against his sister and her husband whom he's been harassing since 2000.  This web site also included Ken Parks' apparent reference that he gives money to the poor, needy and elderly and visits those in prison.  Federal and state prison officials in Georgia were contacted and provided with Parks' public records and pertinent web site pages dealing with his resentment against police and judges.  Victims of Parks' harassment campaign were told by state and federal prison officials that, because of Parks' criminal background, he would not be allowed to visit anyone in prison under the pretense of being a "ministry leader."  Like all of Parks' previous web sites, the Paranoia web site was also taken down by the web host company after they were notified of Ken Parks' criminal background, his arrest warrant, and the content of yet another of his harassing and libelous web sites.

Click here for all the pages of Parks' Paranoia web site.

In 2004 and again in 2005, an Atlanta FBI agent warned Parks to stop every and all forms of harassment, and that he was "dangerously close" to being arrested.  This same FBI agent brought documentation of Parks' aggressive web site and chat forum harassment, libel and threats to the U.S. Attorneys Office in Atlanta in early 2005 and again in 2006.  The victims of Parks' harassment and defamation campaign were informed by the FBI agent that all documentation of Parks' harassment, defamation and threats is forming an ongoing record of evidence in the event Parks is arrested by federal or state authorities.  Parks has libelously claimed that the FBI warned his victims to stop harassing him, but this is not at all true.  His victims have been told by the FBI agent that authorities are "keeping an eye" on Parks.  His victims continue to turn over documentation to federal and state authorities.  In some stalking and harassment cases, it can take years before enough evidence has been submitted in order to issue arrest warrants.  The victims of Parks' years' long cyberstalking campaign have a number of advocates who are working to create stronger laws and stronger law enforcement against cyber criminals like Ken Parks.

Some Background Information On Ken Parks:

From 2003 to 2006 Parks ran his fraudulent ministries and businesses and his cyberstalking campaign from a rented house at 3357 Montheath Pass in Duluth, Georgia.  Since February 2006, Parks has run his fraudulent ETC Ministries and conducted his extensive cyberstalking campaign from his residence at 11950 Carriage Park Lane, in the Johns Creek section of Duluth, Georgia.  Prior to his Georgia addresses, Parks conducted his cyberstalking activities from a number of rented residences in Florida, starting in 2000 (Parks fraudulently claims he had enough money to buy property in Florida, but his children know for a fact that this is yet another lie).

Ken Parks' Fraudulent ETC Ministries and/or Possibly Other Internet "Ministries" or Charities:

Parks has no seminary or Bible school training.  Parks' ETC Ministries gives no indication that it has any board of directors nor any form of financial or administrative oversight, nor any staff members (despite the fact that Parks has referred to a "we" on his ETC Ministries web pages).  As of this writing, Parks' ETC Ministries has not been registered with either the IRS or with the state of Georgia.  The Atlanta IRS office and the Governor's Office of Consumer Affairs in Georgia have on record the documents provided to them against Parks and his ETC Ministries.

Parks has advertised his ETC Ministries on chat forums, claiming to "provide for the needy."  Further links in this web site point out that Parks seems to claim that he's "feeding the poor, giving money to those in need, visiting those in prison, or providing comfort to the elderly."  State and federal prison officials in Georgia have been contacted and they have stated that they have never heard of Parks or his ETC Ministries (or any other ministries that Parks may claim to operate) and they stated that given Parks' criminal record they would not allow him in the prison to "visit."  Another link further on in this web site demonstrates Parks' refusal to answer questions posed to him in a chat forum about how he acquires money for his ETC Ministries.

Based on Parks' criminal history, there is reasonable opinion that Parks' ETC Ministries web site and his chat forum posts may very well be his effort to seek donations for his own personal use under the guise of running a "ministry" for the "poor, needy, elderly and neglected."  This concern is especially relevant given the fact that Parks is frequently unemployed, he has had collection agencies seeking him for past-due credit card bills and court judgments, and he has no consistent means of sustainable income.

Ken Parks previously ran a libelous and harassing chat forum hosted by Forumer.com.  Bernardino "Dino" de Vincenzi also apparently registered in Parks' chat forum with the avatar Dino.  To register on Parks' chat forum, he required people to e-mail to him their full names, full residence address, telephone number and e-mail address, and he warned about how "savvy" he is in computer usage so as to confirm that information.  Parks apparently has a history of identity theft.  Family members have been repeatedly contacted by collection agencies because of past-due credit card bills either taken out in Ken Parks' name or in the names of family members who did not take out credit cards.  Apparently, Ken Parks has also given the addresses and phone numbers of family members to credit card companies in order to avoid payment on those credit cards.  Because of Parks' frequent unemployment and his apparent credit card debt, there is reasonable concern that Parks may have been "phishing" on his chat forum for personal identity information so as to acquire additional credit cards by using that information.  The parent company of Forumer was notified about the libelous content on Parks' chat forum and about his likely "phishing" efforts and Forumer removed his chat forum in December, 2006.

Bernardino "Dino" de Vincenzi's Role in Aiding and Abetting Parks' in His Cyber Crimes:

Parks' previous ETC Ministries web site was hosted by Altervista in Italy, operated by Gianluca Danesin, a friend of Bernardino "Dino" de Vincenzi.  After many complaints by a number of Parks' victims, and due to Italy's Data Protection Laws, Danesin finally took down Parks' ETC Ministries web site in February, 2007.  Ken Parks had given indications that the ETC Ministries web site was registered in the name of his apparent one-time "best friend" Bernardino "Dino" de Vincenzi.  Gianluca Danesin of Altervista had refused for some time to shut down the ETC Ministries web site despite being given compelling evidence to do so.  Click here for Danesin's e-mailed response.  Danesin had finally shut down one of Parks' previous kenfactor web sites registered with Altervista after extensive efforts were made by Parks' cyberstalked victims who made complaints with specific citations from Italy's Data Protection Laws.  Parks and Vincenzi have a very bizarre relationship, and Vincenzi has written abusive insults against Parks on chat rooms since he was confronted by Parks' victims.  Officials in Vincenzi's town were provided records of his illegal Internet activities as well as Parks' illegal activities and criminal history.  Vincenzi is a town employee in Vigevano, in Northern Italy.

In July of 2004, a collaborative web site prior to this Photographer Scam / Ministry Warning web site, titled therealkenparks.com, was published to issue warnings against Parks and to clear many people's names of all the maliciously defamatory statements Parks had made against them in his kentoday and kenfactor web sites.  Within days, Parks boasted on a chat forum that he had not only brought down therealkenparks.com web site but also the non-profit archaeological web site posted by the same web host company.  A denial of service attack was presumed, but the web host company did not want to expend the time and the resources to pursue reporting it.  Nonetheless, the web host company helped the owners of therealkenparks.com find a larger web host company that could withstand potential denial of service attacks.  Parks and Vincenzi responded to the continued publication of therealkenparks.com web site by making fraudulent and libelous complaints to the second web host company which posted therealkenparks.com web site.  Due to the fraudulent and libelous complaint Vincenzi made to the second web host company, therealkenparks.com web site was removed without the web host company conducting any examination of the factual contents within that web site.  In Vincenzi's fraudulent and libelous complaint, he falsely claimed that therealkenparks.com web site defamed both Vigevano and Chicago.  Furthermore, Vincenzi falsely claimed that he was in contact with Mayor Daley of Chicago, other Chicago officials, and with former U.S. Secretary of State Madeleine Albright   When contacted, no Chicago official mentioned in Vincenzi's e-mail had received any contact from him in recent time, and certainly not in relation to therealkenparks.com web site.  In fact, one of the Chicago officials he named had been retired for a few years.

As a result of Vincenzi's apparent approval of and involvement in Parks' harassment and libel campaign (despite his statements to the contrary), Vincenzi's name is included in FBI records of complaint against Ken Parks.

In September, 2004, victims of Parks and Vincenzi's libel and harassment campaign sent certified cc'ed letters with documentation to Vincenzi.  Certified cc'ed letters with documentation were also sent to numerous Italian and U.S. officials.  The U.S. embassy in Milan and the Italian embassy in New York responded to the letters sent to them of complaints made against both Parks and Vincenzi.  Although they have no legal authority to act against either men, they provided names of attorneys who practice both Italian and U.S. law, in the event that legal recourse may need to be pursued against Parks and/or Vincenzi.

Addressing Parks' Claims on His ETC Ministries Website:

Parks has asserted that he is not a cult leader and that his "ministry" is not a cult.  After viewing the claims in Parks' ETC Ministries web site, the following is offered for readers' thoughtful consideration:

1.  Cult leaders typically claim that they have exclusive teachings on the "truth" and that they have exclusive knowledge of their god's messages.  As an apparent attempt to bolster these claims, they typically attack and criticize others with accusations or implications that other people are deceivers, lack special, exclusive wisdom and are overall inferior to themselves.

2.  Cult leaders typically act as lone wolves and demonstrate defensiveness, such as when asked about financial matters.

3.  Cult leaders typically claim they are morally right, even morally superior to others, but demonstrate the opposite.  Click here for Parks' boast of his drunkenness and his "soft" pornographic photo of a woman (Vincenzi's co-worker) he claims to have dated in Italy.

4.  Cult leaders typically show suspicion and disrespect for others in authority, even to the point of boasting about breaking civil laws.

5.  Cult leaders may try to validate their "ministry" by claiming notoriety in a public forum, such as in media coverage.  Parks claims that he was interviewed as an audience member by CNN en Espanol in 2004 after a theater viewing of The Passion of the Christ movie.  A family member made several efforts to get CNN en Espanol to confirm whether Parks' claims were true.  All initial contacts with CNN and CNN en Espanol confirmed that no such interview ever occurred.  Consequently, CNN's legal department referred the inquiries to the video storage facility in Mexico which CNN en Espanol uses.  In a last attempt to find a copy of Parks' alleged interview, the family member contacted the video storage company in Mexico, and the e-mail response received from CNN en Espanol's video storage facility in Mexico indicates that they had no record of any interview with Parks.  Nonetheless, Parks asserts that he has a video from CNN showing his interview with CNN en Espanol, and subsequent contact with CNN's legal department indicates that he may have been interviewed after all.  Regardless, if an interview of Parks did ever take place involving CNN en Espanol, it does NOT in any way validate or give legitimacy to Parks' claims of being a "teacher of the Word" or a "ministry leader."

CONCLUSION:

It is unfortunate that there is a need to post this public warning web site regarding Ken Parks' persistent and aggressive harassment, libel, defamation and terror campaign against numerous people.  The need for this web site to be posted would not exist if current laws were enforced to stop Ken Parks from committing his ongoing criminal behavior via the Internet.  It is especially alarming that Ken Parks, who has such a long-term and ongoing criminal record, is claiming to operate a "ministry" to vulnerable people in Georgia and elsewhere and that he is portraying himself as a "ministry leader" and "teacher of the Word."  Various family members and former friends have all tried to reason with Parks for many years to get him to stop his raging, unjustified hatred and malice against so many people, but all of these efforts have been met with increased harassment by Parks.  Consequently, family members and former friends have distanced themselves from Parks, but to no avail.  Parks has resorted to "spoofing" his victims' e-mails addresses after those people blocked his real e-mail address.  He openly admits to deception and just as openly claims that his use of deception is justified.  People have tried repeatedly to ignore Parks, yet he has made it very clear to people in both words and actions that he refuses to be ignored.

Ken Parks' family members, his ex-family members, his former friends and many of those who have had any contact with him represent a wide variety of political and religious opinions.  But one opinion on which there is common agreement is the belief that Ken Parks is mentally unstable and that he is dangerous.  Nonetheless, people also believe that Parks knows full well that his actions violate moral and civil laws, and that he is deliberately lying against people so as to intimidate, aggravate, and publicly defame.  Several efforts have been made by family members to persuade Parks to seek spiritual counseling and mental health evaluation.  Although state agencies have offered suggestions and sympathy, it would appear that Parks' apparent abnormal and disturbing behavior would have to be imminently life-threatening in order for him to receive involuntary treatment.  Nonetheless, those who have been harassed and attacked by Ken Parks do believe that he poses a danger, as proved by his unverified ETC Ministries claims, his fraudulent claims with his photography businesses, his ongoing libelous and incendiary harassment, his current fugitive-status arrest warrant, and his previous arrests and convictions for battery and trespassing.

As long as Ken Parks persists in his claims of being a financially unaccountable "ministry leader" to vulnerable people, making fraudulent claims of being a professional photographer, has either registered or unregistered businesses which he could use to accumulate more victims, and as long as he persists in his libelous, defamatory, and incendiary attacks against people via web sites, chat forums or in any other way, then this web site will have to continue to be posted so that people can make an informed decision about Parks and his ETC Ministries based upon the facts and reasonable opinions expressed herein.

Updates will be added to this web site as they become available.
