Certain web host companies either don't have a Terms of Service Agreement with their clients, or, like co.nr, they don't enforce their own Terms of Service Agreements regarding illegal activities. This problem is what enables terrorists -- whether cyber terrorists like Ken Parks or more violent terrorists like those supportive of al Qaida -- to freely use the Internet to commit evil against innocent people.
